libcurl4-gnutls-dev software package provides development files and documentation for libcurl (GnuTLS flavour), you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcurl4-gnutls-dev
libcurl4-gnutls-dev is installed in your system.
Make ensure the libcurl4-gnutls-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcurl4-gnutls-dev *
